Investment projects in Kazakhstan

The Zhanaozen Gas Processing Plant is a strategic initiative aimed at replacing the existing, over 90% worn-out facility in Zhanaozen, operational since 1973. The new plant is designed to process 900 million cubic meters of associated petroleum and natural gas annually. Its primary outputs will include dry commercial gas, liquefied petroleum gas (LPG), and pentane-hexane fractions.

The Shymkent Oil Refinery Expansion Project is a strategic initiative aimed at increasing the refinery’s capacity from 6 million tons to 12 million tons per year. The modernization will enhance the production of Euro-5 standard fuels, including gasoline, diesel, and aviation kerosene, meeting Kazakhstan's growing demand for high-quality petroleum products.

QazESTA Fertilizer is a planned gas-chemical industrial project in Kazakhstan’s Mangystau Region focused on producing urea and ammonia. , a registered AIFC private company established in March 2025. According to the Government of Kazakhstan, the project is planned on the basis of a joint venture between QazaqGaz and ESTA, with Qazesta Fertilizers Ltd.

"Silleno" Polyethylene Plant Construction Project is a strategic initiative aimed at developing Kazakhstan’s petrochemical sector by creating domestic production capacity for polyethylene, which is currently fully imported. 25 million tons, with 20–24% supplied to the domestic market and the remainder exported.

The project involves constructing marine and land-based gas pipelines to transport 1 billion cubic meters of associated gas annually from the Kashagan field to a newly built gas processing plant (GPP).

The Karachaganak Gas Processing Plant is a planned large-scale gas processing facility associated with the Karachaganak oil and gas condensate field in north-west Kazakhstan. KPO describes the KGP as a new stand-alone facility near the existing Karachaganak Processing Complex. The plant is intended to process sour gas containing H₂S and CO₂ and produce dry natural gas and liquefied petroleum gas for sale.

In July 2024, it was announced that the Kazakhstani company ABS-Munay and West Hydrocarbons Commercial Investment LLC from the UAE planned to construct a new oil refinery in Kazakhstan. The planned refinery will be located in the village of Algabas, Terekti district, West Kazakhstan region.

The Stepnoy Leopard Fields, officially known as the Kamensko-Teplovsko-Tokarevskoe area, comprise eight hydrocarbon fields in the West Kazakhstan Region. Discovered during the Soviet era, these fields have remained undeveloped due to a lack of infrastructure.

The BBS‑2 is a strategic major gas infrastructure project in Kazakhstan aimed at expanding the country’s gas transportation network and increasing throughput capacity of the existing Beineu‑Bozoy‑Shymkent pipeline. It will supply natural gas to southern, central, and northern regions of Kazakhstan, underpinning domestic energy security and supporting regional gasification programs.
